Francis Lewis Cardozo (1836 – 1903), signer of this note, was the first African-American to hold statewide office in the United States. He was elected Secretary of State of South Carolina in 1868. Cardozo served in that office until 1872, at which point he became State Treasurer of South Carolina. He was a graduate of the University of Glasgow, a prominent Presbyterian clergyman, educator, instructor at Howard University, and an official in the United States Treasury Department.
